Since hair can't be preserved in fossils, we can't rule out the possibility that dinosaurs looked like this.

    Fossil beds that preserve soft tissues like hair and feathers are called lagerstatte – and while fossilized hair is about 5 times more rare than feathers it does happen. (It’s rarer possibly because it’s easier for a paleontologist to spot a single feather than a single hair)
    Fossilized mammal and pterosaur hair from 125 million years ago has been found.
