CSS = Cascading Style Sheets. This is one of the methods used in creating web pages. One of the tricks in using CSS is to contain text within specified areas to keep it from spilling into other areas of a page.

CSS = Counter Strike Source, is awesome means that when you made custom spray paint i the game you could only create a pray that would fit into that box. Frequently people would write messages that would not fit in but still use them in hopes that people would understand the message. Thats what this picture is about.
