Not in all states. Pennsylvania (where I was born and raised) threatens with a $300 fine, and has programs such as "adopt a highway" where groups can volunteer to keep that section of highway litter-free, but Mississippi (where I spent 7 months) looks like a garbage dump. Still light years behind what I experienced in my 3 months in Europe :o(
