Reducing bureaucratic waste and corruption, ensuring fair working conditions, encouraging business with incentives rather than tax cuts, try to lower pollution through sensible regulation. Then I remember without the backing of a major party all those bills will get voted down or filibustered and my term would end with nothing getting done. So you would have to agree to concessions that undermine it all and then you realise how impossible it is to actually get any good done.

It is impossible to "run on things people actually want", because people want many different things that someone contradict each other. First example - reducing bureaucracy may appeal to you or me, but definitely not to people who are already employed in an governmental body. Politicians need to either make well-thought concessions or be charismatic enough to convince others. These are traits shared by few.

not only that, but even if we all agreed that reducing bureaucracy was a good thing, there are millions of examples, where administrative law tweaks in a long term turn to be ineffective or cause a different problem.
