It took me forever to figure it out. For those who haven't, its because the assassin is using a laser pointer to aim. The cat sees the laser pointer and tries to chase it, like cats do, so when the assassin shoots, he hits the cat instead.

Note to self: If target has a cat for a bodyguard, distract with laser pointer, then use knife!

Lose the laser. If you need it for that target at that range. Why is the shooter in that position the bodygurad if any good would have spotted a barrel hanging over the roof.
