@bob- I think he meant the thief (Monday, 16 Nov 2009)
Even Capt obvious is on with that- I think P.S. meant for the thief to put his return address when he sends it back. Just saying.
spellcheck (Tuesday, 17 Nov 2009)

Just head on down to your friendly Motor Vehicle Bureau and stand in line with the great unwashed masses. Behold the glory of government in action - always an educational experience.

Let me correct your sentence. A space crept in there by mistake: "Behold the glory of government inaction . . ."

I think message
"I don't know who you are. I don't know what you want. If you are looking for ransom, I can tell you I don't have money. But what I do have are a very particular set of skills; skills I have acquired over a very long career. Skills that make me a nightmare for people like you. If you return my drivers licence now, that'll be the end of it. I will not look for you, I will not pursue you. But if you don't, I will look for you, I will find you, and I will kill you."
would me much more convincing

In the first half on XXth century in many European cities (maybe in American cities too, I'm not sure) old-school professional thieves considered returning personal documents customary.Documents were usually being dropped into mailbox at night.
