I happen to live in Poland, a former (almost) Block country, and from my experience here (and in other post-Block states) I know that some parks were set up on dirt, some on concrete, some on asphalt, etc. Depended on local conditions, really. Nevertheless, an iron swing hitting you in the face really teaches you a thing or two about coordination and safety.
