The Horse meat is found in the cheapest meats that are in ready-meals where they buy from the cheapest supplier, which is often from other countries and has a long import chain open to exploiting. Horse meat has not been found in Butcher shops, where they generally buy meat locally and it is also usually in the shape of a cow, you know, what with it not already being butchered yet.
