Literally means "ass with ears". It's an idiom to describe a painfully stupid person, because there is a nearly 100% chance he is talking shit. Not to be confused with "Arschgesicht", which means "ass face" and is reserved for ugly people, usually guys. Come to think of it, there are many ass-for-face-based insults in German.
