Utopia is this government style where it doesn't matter what government style it is, but everyone works for the greater good. Never to be since everyone has a different view of what is good, plus self interest and greed are always present. Also during that middle part most people are too worried about jobs, family, career, debt, etc to care much about politics.

Maybe it's because "good people" are only good at overthrowing "bad people." One day it's the ringing of the bells and the casting down of the evil tyrant, and the next it's everyone sitting around complaining that ever since the tyrant was overthrown no-one's been taking out the trash. Because the bad people know how to plan. It's part of the specification, you might say. Every evil tyrant has a plan to rule the world. So no matter what form of Government you have, it's gonna stink.
