After the invasion and occupation of Afghanistan and Iraq, there was a major PR(opaganda) campaign with the slogan "support our troops". You may not support the wars but it would be unpatriotic, border-some treasonous or simply mean to not support the soldiers.
The above emblem is parody of these ribbons. It replaces them with a belt and belt are usually to prevent pants and trousers from falling down. So we have a pun involving belts supporting pants.
